Michael Scarbrough

Principal

With more than a decade of real estate development and project management experience, Michael serves as operations manager for Land Development Consultants. He oversees workflow in each of the firm’s practice areas including: management of architectural and engineering consultants, entitlement processing, use permit processing, variances, scheduling, budgets, bidding, wet and dry utility coordination and construction coordination. Prior to joining Land Development Consultants, Michael was director of development for Upper Image Services, Inc., based in Scottsdale, Arizona. At Upper Image, he managed the real estate acquisition and development process for the company’s Quick N Clean Car Wash subsidiary. He also managed the company’s consulting division that provided consulting and entitlement services to a broad range of clients.

From 2001 to 2003, he was real estate manager and development engineer for QuikTrip Corporation, involved in many aspects of the company’s aggressive expansion in the Phoenix market including real estate acquisition, site design, coordination of design development documents with landlords, developers and consultants, and monitoring of tracking reports and pre-construction schedules and budgets.

Michael began his career in commercial real estate development as senior project manager for Phoenix’s L.E.A.D.S., Inc. He worked closely with a major national retail chain on that company’s new market rollout program. His responsibilities included site design, and municipal code analysis and application, among others.

He graduated from Northern Arizona University with a bachelor’s degree in business administration and finance. He also holds a master of business administration degree from Arizona State University.

David Cisiewski

Principal

David has more than 30 years real estate development experience across the United States, with a strong emphasis on zoning, planning, land entitlements and licensing. David’s diverse experience includes residential, commercial and industrial developments, real estate financing, and extensive work with local and state governments and governmental agencies. David received his Juris Doctorate degree in 1993 from St. Louis University School Law and holds a Bachelor of Science degree in Geophysics and Geology from St. Louis University as well.

In his earlier career, David served as a Staff Geologist with a prominent Midwestern environmental engineering firm and worked extensively in the areas of pre-development land assessments and hazardous waste remediation and management, including work on several Superfund projects. Much of his work during these years was focused on the use of geophysical techniques related to subsurface investigations.

In 1988, David became heavily involved in the new underground storage tank regulatory programs and worked extensively with state and local governments and private clients to draft many new legislative and regulatory initiatives. During this time David also served as President of BDAT Environmental, Inc., an environmental services firm which provided assessment, design and remediation services for numerous clients and state agencies throughout the Midwest, including the management of more than 1,000 underground storage tanks across an 8 state region.

From 1993 – 2005, David served as a Director of Real Estate for QuikTrip Corporation and was responsible for all site selection, real estate, acquisition, leasing, entitlement and land development operations in a large Midwest region and Arizona.

David’s professional affiliations include the State Bar of Arizona, the Missouri Bar Association, and the American Bar Association and previously held certification as a Geologist in several states. David also served with distinction in the US Army for nearly 10 years.
